The titles distributed were the result of the productive partnership on public land titling of the province of Agusan del Sur with DENR Region XIII which started in 2015. Under the partnership, a Provincial Land Management Office was created within the Office of the Provincial Assessor to deal with land titling issues and implement policies, plans and programs as defined by the Governor and the Cadastral Council. It was found out that a significant number of lots have yet to be subdivided within the province. The Provincial Government responded to this concern by covering the cost of hiring a surveying team to undertake subdivision surveys of untitled lands within the province.

The partnership is part of the initiative of the Partnership for Land Rights and Governance project of the Foundation for Economic Freedom and The Asia Foundation with the support of the Department of Foreign Affairs and Trade of the Australian Embassy.
